  • Ye Wenwei is senior partner and deputy director of International Business Committee of Hiways, member of International Trade and FTZ Committee of Shanghai Bar Association.

    Ye Wenwei mainly practises in antidumping, anti subsidy, safeguard, customs laws, export control, economy sanction, anti-corruption and other disputes about the international trade. He dedicates to defend the clients with respect to the compliance of international trade law.

    As a rare lawyer among such practice areas who has professional background in both accounting and law, Ye Wenwei possesses almost 20 years of extensive experience in various fields of international trade disputes, including antidumping investigation, anti subsidy investigation, circumvention investigation and customs inquiry etc. While he focuses on the US trade remedy cases, he also has experiences to deal with the relevant investigation initiated by other regions such as EU, Canada, Australia, Eurasian Economic Union, India, Turkey, Thailand, Indonesia, Chile etc. He has represented hundreds of Chinese producers and exporters participating in the investigation of antidumping and anti subsidy for different products across various industries including steel, agriculture, chemical, furniture, auto parts and aquaculture etc. and achieved outstanding results.

    Ye Wenwei has engaged deeply in the new energy industry including the solar energy and lithium battery in recent year. He has kept providing the legal service for the giant companies within Mainland China, Chinese Taiwan and Vietnam about antidumping, anti-subsidy, circumvention, section 201, section 301, customs inquiry, force labor issues and other trade law compliance. He assists the new energy client developing constantly by its professional capability and wins the positive comments from all clients.

  • Antidumping Investigation by the USA against China on Steel Hanger (Represented Shanghai Wells in the investigation from 2007 to 2017 and helped the company to consistently achieve 0 or lowest rate for both original investigation and administrative reviews);
  • Antidumping Investigation by the USA against China on Canned Mushroom (Represented three companies in the new shipper review from 2009 to 2011 and helped the companies get 0 rate);
  • Antidumping and Countervailing Investigation by the USA against Vietnam on Steel Pipe (On behalf of Vietnam Hongyuan and resulted in a finding of no injury in both 2011 and 2015);
  • Countervailing Investigation by the USA against China on Frozen Warmwater Shrimp (On behalf of Zhanjiang Guolian and resulted in a finding of no injury in 2013);
  • Antidumping Investigation by the Eurasian Economic Union against China on oil country tubular goods (Helped Wuxi Hunting to achieve lowest rate in 2014);
  • Antidumping and Countervailing Investigation by the USA against China on solar cell (Represented Trina Solar and its cell suppliers Tongwei etc. in the administrative review from 2015 until now and helped the company to receive accumulated refunds of more than 200 million USD)
  • Helped Trina Solar to pass the Risk Analysis and Survey Assessments against the origin of the cells in the modules conducted by the US Customs and avoid the fine of dozens of millions of USD in 2017.
  • Safeguard Investigation by the USA on Solar cell (Represented the Vietnam solar industry and defended the interest of the whole industry in 2017)
  • Antidumping investigation by the USA against Taiwan on solar cell (Represented United Renewable Energy which is the biggest solar company in Taiwan in the fifth review and resulted in the lowest rate in 2020)
  • Antidumping investigation by the India against China on solar products (Represented several solar giants in the investigation and forced the petitioner withdraw the request and resulted in the termination of investigation in 2021)
  • Circumvention investigation by the USA against Vietnam on circular welded steel pipe using hot roll steel from China, Taiwan, Korea and India (On behalf of Vietnam Hongyuan and resulted in a finding of no shipment of inquiry merchandise in 2022)
